BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Ban the use of AI intervention in music used for commercial purposes.
 
SECTION I - PURPOSE
The purpose of this bill is to stop people from making money with the use of AI in music writing/mixing.
 
SECTION II - JUSTIFICATION
There are lots of very strong AI music generation platforms and websites available for the every day person to use. If
people use these websites and upload the music the AI generated onto spotify and make money off of it, then traditional
artists may see a decline in revenue as AI floods the market. Also, there are lots of people in Minnesota who are studio
musicians or producers, or mixers, and if everybody is using AI to generate music, all of those people will lose their
jobs. The prevention of use of AI in music creation will keep artists unique, and help people in the music industry keep
their jobs.
 
 
SECTION III - DEFINITIONS
AI - Artificial intelligence.
Music - vocal or instrumental sounds (or both) combined in such a way as to produce beauty of form, harmony, and
expression of emotion
Commercial - making or intended to make a profit
 
 
SECTION IV - FUNDING
Taking money from the cost to copyright music to go to towards the training of the AI and the upkeep of it
 
SECTION V – PENALTIES/ENFORCEMENT
We will train other AI to be able to detect the use of AI in music. If you are caught using AI and making money off of
it, all of the money they made off of gets taken away, plus an extra 20% that goes to the government.

July 4th
