BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require Dyslexia Certification for Teachers
 
SECTION I - PURPOSE
To ensure students with dyslexia receive proper instruction by requiring teachers to complete dyslexia-focused training.
 
SECTION II - JUSTIFICATION
Dyslexia affects many students, but most teachers are not trained to properly identify or support it. This results in
students falling behind when early help could make a big difference. Requiring dyslexia certification ensures teachers
know how to recognize the signs and use proven methods to help students succeed. This bill improves learning, supports
equity, and gives all students the chance to meet their full potential.
 
SECTION III - DEFINITIONS
1. Dyslexia: A learning disability involving difficulty with reading, spelling, and decoding.
2. Dyslexia Certification: State-approved training that covers identifying dyslexia and using structured literacy
methods.
 
SECTION IV - FUNDING
The state will provide funding to cover training costs.
 
SECTION V – PENALTIES/ENFORCEMENT
1. Schools that do not ensure their teachers complete the required dyslexia certification will receive a written warning
from the Department of Education.
2. Schools will have one academic year after the warning to fix the issue.
3. If a school still does not comply, the Department of Education may reduce professional-development funding until the
school meets the requirements.
 
 
SECTION VI – EFFECTIVE DATE
This bill will take effect July 1, 2026.
