BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Reporting Drug Users of Age 12-17, Will Get You Rewarded.
The purpose of my bill is to stop users from doing drugs from age 12 to 17. As you know, drugs like fentanyl, heroin,
cocaine, methamphetamine, they are generally known for a combination of severe, negative, and often life-threatening
effects. According to the National Survey on Drug Use and Health (NSDUH) conducted annually by the Substance Abuse and
Mental Health Services Administration (SAMHSA), Approximately 47.7 million Americans aged 12 or older were current
illegal drug users. This represents about 16.8% of the population.
SECTION II - JUSTIFICATION
As you know, many kids are doing drugs that is affecting their academic skills. We are teaching them how to survive and
also become good samaritans. In the past month, about 7.2% of kids, currently use drugs. That is approximately 1.86
million kids in the past month! The potential benefits of reporting drug use in adolescents age 12 to 17 are generally
rooted in the goal of early intervention and protection from harm. We can help kids facilitate early intervention and
treatment as drugs can have significant, long-term negative effects on the developing brain and overall health. This can
also trigger a protective or welfare response, offering support that the minor or family might not otherwise seek or
know about. Systematic reporting helps public health bodies and policymakers understand the scope of the problem.
SECTION III - DEFINITIONS
- Illicit drugs: The use or misuse of substances that are either strictly illegal, or legal substances used for
- Adolescents: An individual in the transitional phase of development between childhood and adulthood.
- Samaritans: A person who shows compassionate help to strangers in distress, even at a personal cost.
The bill is self-funded because the good samaritan award is the percentage (50%) of the fine that is given to the
