BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Free basic menstrual products and pregnancy tests for women in convenience stores.
 
SECTION I - PURPOSE
This bill is to make it so that basic menstrual products such as pads and tampons are provided for free in all
convenience stores. This is to make it so women with less access or not enough money will be able to get the products
easily.
 
SECTION II - JUSTIFICATION
This is important because 1 in 9 women between 12-44 have limited access to these products as the are under the federal
poverty level. Often times because of the lack of these products women are missing work, school, and other important
events.
 
SECTION III - DEFINITIONS
convenience store- a store with long opening hours and in a convenient location with groceries and other household
goods.
menstrual product- a product that will help with blood flow when on menstrual cycle.
 
SECTION IV - FUNDING
The funding for the free products will be from over the counter drugs such as NyQuil and Dramamine will have further tax
increase of $1.50 for every product sold.
 
SECTION V – PENALTIES/ENFORCEMENT
If a convenience store refuses to provide menstrual products or pregnancy tests for free and charges or doesn't
sell/give them at all then they will face a $750 fine and that location will not be allowed to sell anything for 1 day.
 
SECTION VI – EFFECTIVE DATE
This will become effective as of the 1st of May
