BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Ban the manufacture, possession and distribution of ghost guns and their blueprints
The purpose of this bill is to regulate ghost guns in Minnesota by banning the possession, sale, distribution or
creation of the firearms, and their blueprints, and by requiring background checks for anyone who makes, owns, receives
a ghost gun, or purchases 3-D printer, capable of printing ghost guns
SECTION II - JUSTIFICATION
Ghost guns or firearms made without a serial number and can be made at home using kit or 3-D printers. This makes these
guns almost impossible to trace. In Minnesota on December 4, 2024 Brian Thompson of United healthcare was shot and
killed by a ghost gun that was 30 printed at home. Between 2017 and 2021, the average amount of ghost guns charges were
37 per year. By 2023, prosecutors filed about 170 ghost gun charges and just one year. This shows how ghosts are
becoming more and more common to use and how dangerous untraceable firearms can be while putting people’s lives at
danger while making it hard for law-enforcement to stop crimes. By banning ghost guns and their blueprints, requiring
background checks for anyone who makes, owns, or receives them this actual will give law-enforcement what they need to
trace firearms and keep Minnesota safe.
SECTION III - DEFINITIONS
Blueprints- any digital plans or instructions for making a firearm
Ghost Guns- a firearm without a serial number, made from parts, kits, or 3-D printing
Background Checks- a check done by the bureau of criminal apprehension to make sure person can legally own or purchase a
The funding of this bill will come from anyone purchasing or transferring a firearm, including 3-D printers that can
