BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
AI Youth Protection Act
 
SECTION I - PURPOSE
Making sure children and teenagers are not exposed to the sexual and dangerous parts of AI by increasing regulations
around it.
 
 
SECTION II - JUSTIFICATION
Artificial Intelligence is developing much faster than our laws, which has led to a gap in protection around it. Anyone
can use AI to create deep fakes, mimic a child or their parents voices, or fabricate messages of persuasion that
tournaments & humiliates the victim.. An estimated 300 million kids have been exposed to sexual imagery or have
maintained unhealthy relationships with AI as of 2024. We must act now to put safeguards in place for AI accessibility
before it becomes an even bigger problem to sexual and mental exploitation. Protecting the children in Minnesota is not
an option, it is our responsibility. Much like many social media applications, any AI chats would require you to be at
least 16+ for use on things like homework (specifically math), getting recipes, test preparation, writing help, etc.
There would be no access to all other uses of AI until you are 18, this would include imagery, sexual/romantic
relationships, or therapy
 
 
SECTION III - DEFINITIONS
AI: Artificial Intelligence
Unhealthy Relationships: Disrespect, control, and power imbalance in a relationship.
Exploitation: Treating someone badly to gain something from it.
Intimacy: Close familiarity, friendship, can be physical; closeness.
Application: Software Program.
 
 
SECTION IV - FUNDING
One to three million dollars, which would come from an initial .32 increase on taxes for people making over $250,000
yearly, but the penalties would be the other main source of funding.
 
 
SECTION V – PENALTIES/ENFORCEMENT
Penalties of companies that go against this law would be fined $20,000 for the first offense, $35,000 if it was a
repeated offense, and if it is sexual exploitation there will be an extra $15,000 added. If companies do not fix the
issue when it first reported there will be a $20,000 fine. Not included added penalties from possible lawsuits. Schools
will also be required to check in on kids that may not be getting proper social attention and figuring out how to
navigate that with them, rather than turning to AI.
 
 
SECTION VI – EFFECTIVE DATE
January 12th, 2026, before the next school year so people are able to reach out to teachers, friends, parents, and
counselors.
