BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Require Minnesota schools to have a 250:1 counselor-to-student ratio within public high schools.
 
SECTION I - PURPOSE
According to the American School Counselor Association, Minnesota is ranked 48th out of 50 for student-to-counselor
ratios. While the recommended ratio is 250:1, Minnesota sits at around 544:1.
 
SECTION II - JUSTIFICATION
When schools provide more resources in-school for students, they are more likely to succeed both in and out of the
classroom. According to Connections Academy, when students start to fall behind in their studies or struggle
academically, school counselors are there to support them. Along with this, school counselors can provide a safe place
for students to talk about anything else that may be going on in their lives, while still being a responsible adult who
can take the proper steps necessary when needed, as they are mandated reporters. Furthermore, school counselors aid high
schoolers in choosing what career path they plan to take when they graduate. Whether this is career counseling, college
application assistance, or another route, counselors are able to help.
 
SECTION III - DEFINITIONS
School Counselor: A trained professional who supports students' academic, career, and social-emotional development
through guidance and counseling
Mandated Reporter: A person who is legally required to report suspected cases of abuse or neglect to the authorities
 
SECTION IV - FUNDING
Schools will be required to pay the salary for any new counselors that may be required.
 
SECTION V – PENALTIES/ENFORCEMENT
If schools do not follow this law, they will receive a 10% funding cut until they reach the 250:1 ratio.
 
SECTION VI – EFFECTIVE DATE
If passed, this bill will be put into effect at the beginning of the 2027-2028 school year to provide schools time to
find enough counselors.
