BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
Create safer crossing for pedestrians on Minnesota highways and busy roads.
(building a bridge across major busy roads in Minnesota for bikers and pedestrians )
The purpose of this act is to create a way for pedestrians and bikers to get from one side of a busy road to the other
side of the busy road, faster and safer.
SECTION II - JUSTIFICATION
- Less percentage of fatalities between pedestrians and drivers on busy roads.
- Faster commute for pedestrians from one side of the highway and or busy road to the other.
- Safer for children/students to get to and from school that is on the other side of the highway and or busy road.
- Minnesota has a huge biking and walking population, so building these pedestrian bridges will be in favor of them.
- Building these pedestrian bridges will increase Minnesota’s walking score.

SECTION III - DEFINITIONS
- Bridge: A structure carrying a path to another place over an obstacle
- Pedestrian: A person walking along a road or developed area
- Fatality: An occurrence of death by accident
- Walking Score: A numerical rating from 0 to 100 that measures the walkability of any address
- Pedestrian Bridge: A structure designed specifically for people on foot, allowing them to cross over gaps or obstacles
such as roads, rivers, or railways
- Driver: A person who drives a vehicle
- Biker: A person who rides a bicycle
A percentage of Minnesotan’s taxes will go to the construction of these pedestrian bridges. Since the average Minnesotan
pays between 5.35% and 9.85% of their yearly income on their taxes, the average Minnesotan will be likely pay about
0.54% of their taxes for the construction of these pedestrian bridges
SECTION V – PENALTIES/ENFORCEMENT
There are no penalties or enforcement for any violation of this act as of November 2025.
SECTION VI – EFFECTIVE DATE
The effective date for this bill will be as soon as January 2026.
