BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Create Emergency SNAP Support for Kids during Federal Shutdowns
 
SECTION I - PURPOSE
According to the Minnesota MPR News, about one in 13 Minnesotans receives SNAP benefits. This bill would ensure that
during a federal government shutdown, children who depend on SNAP still receive reliable food assistance so they don't
experience hunger.
 
SECTION II - JUSTIFICATION
A shutdown of the federal government can stop the distribution of SNAP benefits. When this happens, families with
children are in the worst spot, as many depend on the monthly fund from SNAP for regular meals. Without this support,
the children who were born with “unprepared” parents and born into poverty may face food insecurity and skipped meals.
This bill is necessary to protect the children of Minnesota from the harmful effects of federal problems and provide a
stable food source during times of trouble.
 
SECTION III - DEFINITIONS
1. “SNAP” shall be defined as the Supplemental Nutrition Assistance Program, a federal program providing food-purchasing
assistance.
2. “Poverty” shall be defined as the state of lacking a usual amount of money.
3. “Federal” shall be defined as having or relating to a system of government in which many states form a unity but
remain independent affairs.
 
SECTION IV - FUNDING
A Minnesota Emergency SNAP Fund shall be created with the state budget coming from:
● Unused mondy set aside by the Minnesota Department of Human Services.
● States funding
 
SECTION V – PENALTIES/ENFORCEMENT
Minnesota Department of Human Services shall be responsible for the distribution of emergency SNAP support to eligible
families with children and ensuring funds are used properly and for food assistance solely. No penalties are associated
with the intent of the bill.
 
SECTION VI – EFFECTIVE DATE
June 15, 2026
