BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Provide Funding to the University of Minnesota for the Purpose of Zebra Mussel Prevention.
 
SECTION I - PURPOSE
The purpose of this bill is to sponsor research on invasive species prevention, specifically with the MNDRIVE and the
University of Minnesota.
1.5 million dollars shall be provided to the Environmental section of the MNDRIVE for the explicit purpose of invasive
species research and prevention, specifically against zebra mussels (Dreissena polymorpha).
 
SECTION II - JUSTIFICATION
According to the Minnesota Department of Natural Resources, about 9% of Minnesota’s lakes have been listed as infested
with invasive species. Zebra mussels heavily filter the water that they are in, robbing the native species of vital food
and plankton. They also will latch onto boats, each other, and almost anything they can find, disrupting leisure
activities. The University of Minnesota has over 20 successful environmental projects, and there is a very low chance of
them turning this down.
 
SECTION III - DEFINITIONS
Invasive Species: This shall be defined as any non-native species currently causing a negative environmental impact in
Minnesota.
Zebra Mussels: Dreissena polymorpha, a species of freshwater mollusk native to the lakes of southern Russia and Ukraine.
It has been introduced to Minnesota and has caused massive harm to the ecosystem since.
MNDRIVE: Minnesota Discovery, Research, and Innovation Economy Funding Program; a program created by the University of
Minnesota.
 
SECTION IV - FUNDING

1.5 million dollars
 
SECTION V – PENALTIES/ENFORCEMENT
If the University of Minnesota refuses to use the funding, the money shall be taken back. If the University of Minnesota
accepts the funding and does not start to use it for the purpose it was intended for within a year of accepting it, the
money shall be taken back.
 
SECTION VI – EFFECTIVE DATE
March 1st, 2026.
