BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA YOUTH LEGISLATURE –
An act to
Prohibit the Construction of Hostile Architecture.
 
SECTION I - PURPOSE
Removing and stopping the construction of hostile architecture in community areas will make public amenities more
inclusive and accessible to everyone in Minnesota.
 
SECTION II - JUSTIFICATION
The use of hostile architecture in public spaces purposefully restricts the physical behaviors of Minnesota’s senior
citizens, disabled persons, and unhoused populations,marginalizing and undermining their social equality.
 
SECTION III - DEFINITIONS
Hostile Architecture - An urban design strategy that uses elements of architecture to purposefully guide behavior.
Public spaces - A place that is open and accessible to the general public.
Senior citizens - individuals ages 65 or older.
Disabled Persons -An individual with long term impairments.
Unhoused persons -An individual lacking stable ,safe , and functioning housing
Building Code Officials - Juristictional administrators of building and construction codes.
 
 
SECTION IV - FUNDING
The funding for this act will derive from Minnesota’s Parks and Recreational Department and the organization’s grants to
improve park access, safety, and general recreational facilities.These grants will go to local units of government.
 
SECTION V – PENALTIES/ENFORCEMENT
The entities that oppose this act shall pay for the amenities removal ,and a fine of $10,000.
The enforcements of this act will come from Building Code Officials.
 
SECTION VI – EFFECTIVE DATE
This act will be effective on February of 2026 to ensure awareness of this act among affiliate organizations.
